Forming a new government

When a government has been in power for four years, a new House of Representatives is elected. However, if the members of the government resign before their term expires, an early election may be held. Immediately following the election, the process of forming a new government begins.

There are no laws or regulations specifying the way a government is formed. The procedure is different each time, but with some recurring features: the outgoing government tenders its resignation, informateurs and formateurs are appointed and report back to the Queen, a coalition agreement is drawn up, and a new government is appointed.
