During the formation of the government, the foundations are laid for the policies it will pursue during its term of office.
After elections for the Lower House have taken place, the informateur and formateur chair the negotiations between the parties wishing to form a coalition on their policy programme, the coalition agreement. This sets out the main policy objectives which the proposed new coalition wishes to achieve.
The government statement of policy is delivered when the Prime Minister presents the new government to the Lower House of Parliament.
The Speech from the Throne sets out the governments plans for the coming year. The Queen gives the Speech from the Throne on behalf of the government on the third Tuesday in September.
