History

Since 1945, the minister presiding over cabinet meetings has been referred to as the Prime Minister in the royal decree appointing the government. The position of Prime Minister did not feature in the Constitution until 1983.

The Prime Minister is usually provided by the largest party in the governing coalition, although this is not strictly obligatory. Although exceptions occurred during the postwar years, no Prime Minister since 1973 has come from a minor government party.

Jan Peter Balkenende is the 14th Prime Minister since 1945. Portraits of all postwar Prime Ministers cover the walls of the Blue Room, in the Ministry of General Affairs building at the Binnenhof.
