Lubbers government I, II, III

Rudolphus Franciscus Marie (Ruud) Lubbers was born in Rotterdam on 7 May
1939. He received his secondary schooling in Nijmegen and went on to study
economics at the Netherlands School of Economics (now the Erasmus
University, Rotterdam). After graduating in 1962, he completed his military
service between May 1962 and November 1963 with the Royal Netherlands Air
Force.
In late 1963 Mr Lubbers joined the family engineering firm Lubbers
constructiewerkplaats en machinefabriek Hollandia BV as secretary to the
board, and in 1965 he became a director of the company. He was elected
chairman of the Young Christian Employers Association and later of the
Catholic Association of Metalwork Employers and also served on the board of
the Netherlands Christian Employers Federation.
From 11 May 1973 to 18 December 1977 Ruud Lubbers represented the Catholic
Peoples Party (KVP) as Minister of Economic Affairs in the Den Uyl
government.
He was a member of the Lower House of Parliament between 1977 and 1982,
becoming leader of his parliamentary party - the Christian Democratic
Alliance (CDA) - in the autumn of 1978.
From 4 November 1982 to 22 August 1994 he led three successive governments
as Prime Minister and Minister of General Affairs.
Ruud Lubbers was appointed Minister of State on 31 January 1995. He has held
many positions in both public and private sector, including a part-time
professorship in the faculty of economics at the University of Tilburg, and
chairmanships of the Mining Advisory Council, the supervisory board of the
TNO, the Advisory Council on International Affairs (AIV) and the
international board of the World Wide Fund for Nature. Since January 2001 he
is High Commissioner of the United Nations organisation for refugees (UNHCR)
in Geneva.
